I quite like this image for some reason, and was surprised to find out that DC doesn't appear to have a similar signpost or marker (or at least one that turned up on a Google image search). I was likewise quizzical that our nation's capital doesn't have more sister cities. It seems to me that something like a sister city is ceremonial fluff to begin with, and what city does that sort of thing better than DC? Why on earth would this be a bigger deal in Los Angeles?
